Non-official Visitors

1. Local M. L. A.
2. Visitors appointed by the State Government for a period of three years (Central Jail- 6, District Jail & sub Jail-2)
3. Two or more lady visitor may be Appoint by the Goverment.
4. Inspection of the Jail by the Visitors Board once in every three months (815).
5. Visitors Roaster (Rule 816)

8. Visitors Note Book.

Prisoner's Complaint
1. Complaints

To the Jailor and the octagon officer any time in the day in the following cases:-

(i) ill treatment
(ii) Appeal
(iii) Complaints and Representations (635)

2. Criminal Complaints

To the District Magistrate through all Jail Superintendents (636)

Note : Confined persons in the Jail have full right to make complaints to the Jailor Officer or to the Jain Superintendent through them at any time in the day every day.

Appointment of pleader by prisoner and available of the writing materials

1. Free of cost writing materials to the prisoners willing to make appeal (759). Responsibility (Jail Superintendent)
2. Supply of copy of the judgment of the court with in three days free of cost Responsibility shall be fixed by the Jail Superintendent
3. Judgement shall be read over Responsibility upon Jail Superintendent
4. Appointment of the pleader and legal assistance shall be provided free of charge and the appeal shall be filed within limitation (circular No. 155/321/95/Petition, dated 22.10.98) Responsibility upon Jail Superintendent
5. Permission to the Advocate or friends of the prisoners to make communications about memo of appeal. (762) Responsibility upon Jail Superintendent

Procedure regarding forwarding of complaints to the higher officials
1. Regarding Jail, Disciplines (1) In the cases effecting the discipline in the Jails District Magistrate under the control of Inspector General of Prisons.
(2) Jail Superintendents of District and Sub Jails under the orders of the District Magistrate (Jail Manual 80)
2. Correspondence (1) Daily Correspondence shall be made between the Superintendent and the Inspector General directly.
(2) On the unusual and important matters to pass through the District Magistrate (Manual 81).
(3) Regarding others matters of mismanagement of matters of important nature shall pass through Divisional Commissioner. (General Book Circulars, Part -III)
